This summit will focus on the critical strategic choices that will have to be made as the new administration and legislature begin their 2011-13 state budget deliberations. | 2010 Blueprint for Change Briefing Sessions
Now that the Blueprint has been released to the public, we have been invited to communities across the state to share the strategic initiatives and recommendations developed from the 28 public forums, more than 120 organizational meetings and six statewide public opinion surveys throughout the last three years. These sessions will provide an overview of the Blueprint findings and recommendations and an opportunity for public leaders to share suggestions and offer feedback about the Blueprint. As community briefings are scheduled, we will provide the information as requested by the local leaders in your area.

Following 14 statewide town-hall meetings, and countless presentations and meetings to business and civic leaders and policy-makers through out the state, the Wisconsin Way successfully released the Draft Blueprint for Change in December 2008. The Blueprint represents the Wisconsin Way’s best efforts to organize and focus this on-going public conversation around the topics and ideas that emerged and were refined during open forums and meetings in 2007-08. The document is organized around the three major areas of public interest and concern, including economic development; tax reform and modernization; and governmental spending and management reform and modernization.
In order to continue our public dialogue, the Wisconsin Way is hosting three, full-day conferences on each of the three “platforms” addressed in the Blueprint. Our first conference focused on economic development, taking a closer look and assessment of the strategic initiatives outlined in the Blueprint. Specifically, experts in economic development, policy-makers, and business and civic leaders examined Wisconsin’s current economic infrastructure and discuss the merits of the strategies. In addition, the audience had a chance to react to the experts findings and comment on the recommendations through a facilitated study session.

The Wisconsin Way has spent nearly two years researching Wisconsin’s long-term needs and engaging thousands of citizens from around the state in an on-going discussion about what needed to be done and how to do it. That process has generated a Draft Blueprint for Change that will be the focal point for yet another round of public engagement and discussion during the first half of 2009 that will ultimately lead to a final Blueprint for Change in late summer or early fall of 2009. Other organizations, including Competitive Wisconsin and the UW System, have also explored the fundamental challenges confronting Wisconsin and made recommendations on how to meet them.
The state is now facing the most significant fiscal crisis in its history and, it is clear that the decisions made by the Governor and Legislature as they craft the 2009-11 budget will have implications for the comprehensive long-term plans for revitalizing Wisconsin’s economy and modernizing its tax system and governmental operations developed and being considered by these initiatives. It is also possible that there may be amongst the suggestions, ideas and recommendations that have emerged from the various civic exercises some elements that our elected officials might find worth exploring as they seek answers to today’s challenges.
For these reasons, the Wisconsin Way and other significant organizations and associations hosted a one-day conference at the Madison Concourse Hotel on Monday, February 2, 2009. Nearly 150 business, academic, agricultural and government leaders engaged in a discussion about the relationship between Wisconsin’s long-term needs and opportunities and its immediate fiscal challenges.
